For a school, school division or the state to reach Adequate Yearly Progress (AYP) during the 2008-09 school year, at least 81 percent of students overall and in subgroups had to pass the SOL reading tests, and 79 percent of students overall and in subgroups had to pass in math.

Subgroups include black, white, Hispanic and economically challenged students, as well as students with disabilities and students with limited English proficiency. At least 95 percent of students both overall and in subgroups must take the tests.

The federal goal is to have 100 percent of students passing the tests by 2014.

In addition to test participation and student achievement, attendance and high school graduation rates are taken into consideration. Missing just one of these benchmarks means that a school, school division or the state fails to make AYP.

Title I schools that fail to make AYP for two consecutive years in the same subject face federal sanctions that get more severe with each year of failing. The only way to get out from under sanctions is to make AYP for two consecutive years.
